  This might be a little earlier than "c. 1950". There is a car with a banner saying "National Road Safety Week" (see note). Amazingly, Trove results narrows this down to October 1936 - trove.nla.gov.au/search/category/newspapers?keyword=%22Na... At 09:01 by the clock! (see note)
