This must be one of the defunct Brooklyn Ferry terminals, the gangways are still the same design on the Staten Island Ferry.

This was taken on Monday June 2, 1913. "Edward Payson Weston, America's famous long-distance pedestrian..." Veteran walker Mr. Weston was setting off from the plaza of the College of the City of New York (139th street) at noon for a walk to Chicago - a distance of 999 miles.
