Vehicle reg (996) doesn't indicate anything exotic. (WI 1 to WI 9999 were issued for vehicles registered in Waterford with between Jan 1904 and Jan 1966. So consistent with date/location).
According to this website, the patent number which beachcomber australia has highlighted is the patent which Cotton received for the style of frame. (Which the ads linked from that website describe as a "world-class triangulated frame".) -
