Kirribilli in the background and what looks to be the the large fire at the Pastoral Finance Association building. The fire broke out in the morning of 13 December 1921 and at the time was one of Sydney’s biggest. The building was full of bales of wool for export. The fire continued to burn and smolder for several days, so the photo may have been taken on 13 December or a day or two later. HMAS ANZAC is nearest the camera. The other two ships are most likely the destroyer HMAS STALWART (2 funnels) and with four funnels the cruiser HMAS MELBOURNE.

I was wrong. The ship is surely HMAS Anzac (the second funnel isn't seen). And this photo is "mirrored" (look at the steam pipes).

Of course this is not HMAS Australia or Canberra but one of the V/W group destroyers. Her sizes and torpedo tubes amidships say that the ship is rather destroyer. The first funnel is taller than the second and other details of appearance say this is a V/W group destroyer. The RAN had four such ships: Vampire, Vendetta, Voyager and Waterhen. Only one of them - the Vendetta - had twin TTs when completed. That's why I think this is HMAS Vendetta.

Vendetta served in the Mediterranean with the 1st and 5th Flotillas from 1924 to 1933. In 1933 the Admiralty agreed to loan the Flotilla Leader Stuart (I) and four 'V' and 'W' Class destroyers ( Vampire (I), Vendetta, Voyager (I) and Waterhen (I)) to the Royal Australian Navy as replacements for the 'S' Class destroyers ( Stalwart (I), Success, Swordsman, Tasmania and Tattoo) and the Flotilla Leader Anzac (I), then due for scrapping. Vendetta and the other four ships commissioned in the Royal Australian Navy at Portsmouth on 11 October 1933 to form the Australian Destroyer Flotilla, later to become famous as the 'Scrap Iron Flotilla'.
