    Could this be en.wikipedia.org/wiki/Al_Smith ? One picture on the Wikipedia page has a similar hat and possibly the same neck and features. If so, he was a democratic politician in state government in New York during this period and became Governor in 1919. www.u-s-history.com/pages/h1495.html has a picture that looks even more like this one. That makes him Alfred Emmanuel Smith
