It seems to be part of the mayoral election campaign of 1913. The notification ceremonies took place on 3rd September 1913. William Gaynor, en.wikipedia.org/wiki/William_Gaynor was nominated for mayor by a group of independent supporters after clashing with the Democrats over corruption in office. He died a few days after this on 10th September 1913. The C. F. M. of the placard will be Charles F Murphy, the boss of Tammany Hall.
