    Well this isn't much help, but was of interest to me. If you look at the background, you'll see that the statue to William Smith O'Brian isn't there; the statue in the background is Sir John Gray. The Smith O'Brian memorial was erected in 1870, but at the apex of D'Olier St and the quay. It wasn't moved to O'Connell St till 1929. The Gray memorial went up in 1879.     Richard Hearne served as Mayor of Waterford in 1901 and 1902.

    The family resided at 8 William Street, Waterford. Richard Hearne was one of the owners of Hearne and Cahill, boot manufacturers, with a factory located at 15 Broad Street, Waterford.

    He was the father of John J. Hearne (1893-1969) who was credited by Éamon de Valera as having been the architect-in-chief and draftsman of the Irish Constitution of 1937.
