I don't think the name of the company is "Tailor Made Clothing Factory" but rather the N. Snellenburg & Company factory in Philadelphia. Conceivably, these workers could have taken the ferry from Camden, New Jersey, to Philly each day to work.

Interesting that the entry stairs are now removed from the building on the left. The Hall's Wikipedia entry notes that "In 1916, it was used as the strike headquarters for the International Ladies' Garment Workers Union."
