I vote for Commodore Blackton. Face and glasses (clearly visible in high-res TIFF at lcweb2.loc.gov/master/pnp/ggbain/22500/22520u.tif ) seem to match Blackton. See

for a picture with him identified by Bain.

But the movie could be "Britton of the Seventh" (and not "Battle Cry of Peace") since that was a Vitagraph movie. Since Blackton was a principal in Vitagraph and a technical movie-maker, he might well have been around.

Confirmed this as Blackton directing "Battle Cry of War", working title of "Womanhood, Glory of the Nation". The New York Dramatic Mirror uses this shot in its September 9, 1916 edition, with the caption "Vice President J. That is Cathal Brugha front and centre with the hat and mac. Brugha died of wounds received in action against Free State troops on 7th July, 1922. Either Wikipedia is wrong with his date of death or the date in the catalogue is incorrect. Worthy of further research methinks.

John Thanks, should have recognized Cathal Brugha myself. You're absolutely right - Brugha died on Friday, 7 July 1922, so that blows our original dating out of the water...
