Under his command the Delaware won the battle efficiency pennant during this period." Which is confirmed by www.navsource.org/archives/01/35e.htm "Captain John Hood was the Commanding Officer of the battleship Texas (BB-35) deck in 1915-1916. During his command the Texas won the "Red E" for excellence in engineering efficiency. "

NYT of May 25, 1913 query.nytimes.com/gst/abstract.html?res=FA0D1FF83B5F13738... has him as a member of the "General Board of the Navy." He had 'prepared for the United States Navy League a plan of naval policy which he calls a "Practical Guarantee of Peace." '
