If the lad in the photo is the Prussian prince, then he was born in 1907, and would have been only seven years old in 1914 (the date of this sequence of the Bain Agency's photostream). But I can't help thinking that this kid looks older than that -- a teenager, maybe. Could this be another of the German composite photos, in this case with the prince's head superimposed on a man's body? Another Bain/LOC photo of German royalty, obviously doctored:

We have another Bain News Service negative that further substantiates that it's Luis Fernando: "Luis Fernando" appears on the negative that provides a cropped version of the same image, seen here in the Prints & Photographs Online Catalog: hdl.loc.gov/loc.pnp/ggbain.36835 . We'll adjust the name when we next update the description.
