This picture depicts the steamer William Henry Mack and the West Third Street bridge, on about March 25, 1913. The incident caused $20,000 of damage to the steamer. I posted a bit more detailed commentary on the incident on my Cleveland History Blog The Lightship has, on page 7, a rather detailed history of the William Henry Mack, which was later the Valcartier.
