    This Police Station is Howden, on the corner of Trenton & Pinfold Street, now a private dwelling. There is a similar one in Driffield Eastgate North

    The hills look a bit like the Mournes or possibly the Cooley Mountains so that could put this anywhere between Omeath and Clogherhead (but probably closer to Omeath given how high the hills look). But...the hills also remind me of the profile of the 12 Bens in Connemara so I could be way off!

    After a quick look on streetview it could be the Mournes or West Cork. Needs more investigation.

    I don't think they were there to protect him, more likely to harass, as this must be the radical campaigner for tenants rights. Very anti landlord, anti police.

    I have found a ref to Dr H., active during the Land Wars. I found the Limerick Leader article in 1955 which shows a facsimile of this photo and refs it to the United Ireland magazine of 1890.
