Taft attended a reception at City College in New York for Dr Alexis Carrel, who had won the Nobel Prize for medicine in 1912. The event took place on on Nov 16, 1912. The event was hosted by the President of the City College of New York Dr. John H. Finley. Perhaps the caption should read Dr. Finley not "D.R. Finley". Finley was the 3rd President of City College of NY, serving as President 1903 to 1913. I am uncertain, but this looks like Dr. Alexis Carrel, Nobel Laureate for Medicine in 1912. See his bio here: nobelprize.org/nobel_prizes/medicine/laureates/1912/carre... He became attached to the Rockefeller Institute for Medical Research, New York in 1906.

A search of Ellis Island Records www.ellisislandrecords.org/search/matchMore.asp?LNM=CARRE... suggests that he crossed the Atlantic frequently. So the fact that this was on a ship doesn't help with dating it.

Alexis Carrel (1873-1944), French surgeon and eugenicist, won 1912 Nobel Prize in Physiology: en.wikipedia.org/wiki/Alexis_Carrel His wife was the former Anne-Marie-Laure Gourlez de La Motte. They married in 1913; she was a widow, Mme. de la Meyrie, with one son at the time. In the summer of 1914, while she was pregnant, she was stung by a bee and miscarried as a result of her severe allergic reaction. She lived into the 1970s.
