    The Australian Museum (see note) identifies this as at the corner of William/Park and College Streets, looking east. Google Street View - maps.google.com/maps?hl=en&ll=-33.873622,151.212457&a... The photographer took several photos of the parade passing by this location (see Photo Investigator and State Library NSW). It had started at Randwick Racecourse (the camp), via Oxford St,Bourke St, William St as seen here, Pitt St, Macquarie St, etc to Cowper Wharf at Woolloomooloo. They were off to the Boer War in South Africa. It was Wednesday, 28 February 1900 - about 2.30pm (?). Declared a public holiday, hence the large crowds of well-wishers. The band in this photo was playing "Sons of the Sea" (amazing to be able to find that out 111 years later!).
