This photo is in the 'Album of Revolutionary Russia' www.marxists.org/history/ussr/art/photography/album/Rev-R... The caption says that they were Members of the Central Executive Committee of the Soviets. Sverdloff was President, Smoliansky and Avanesov were secretaries.

Yasinsky worried that those steeled in the revolutionary fire' would be replaced by 'inexperienced freshly mobilised young sailors'."
