Most likely: en.wikipedia.org/wiki/Nikolai_Krylenko But the image does not match. We need a third image to see which one is correct.

The author of the post at kevinspraggettonchess.wordpress.com/2013/02/09/nikolai-kr... clearly does think they match since he uses both.

I removed the image that does not match from the WIkipedia article and substituted in the Bain one, since the text of the Wikipedia article matches the man described in Album of Revolutionary Russia, that uses the same image as Bain.

"Sergey Semyonovich Zorin (1891–1937), was the party's First Secretary of the Leningrad City Committee roughly equating to that of mayor. He held the position between November 1919 and February 1921. As such, he hosted the 2nd World Congress of the Comintern." en.wikipedia.org/wiki/Sergey_Zorin
