While there are at least two people called "Archduke Eugen", I believe this one is Archduke Eugen Ferdinand Pius Bernhard Felix Maria of Austria-Teschen, a member of the Habsburg dynasty who was "Archduke of Austria and a Prince of Hungary and Bohemia."

Blor, www.genealogyimagesofhistory.com/images/patchwork.JPG seems to confirm your identification. I can just read Commander in Chief of the Austrian Army And www.gutenberg-e.org/steuer/archive/detail/C05.p21B.Archdu... is another picture of him. And here's one in the same uniform, probably as Hoch- und Deutschmeister des Deutschen Ritterordens or grandmaster of the Teutonic Order": www.austro-hungarian-army.co.uk/biog/erzeugen.htm

Thanks bior and swanq for his full name and titles. We'll add the info to our records.

Bain quite often rephotographed older photos when they needed a portrait and didn't have anything current. I think there is a thumbtack visible at top right, which indicates that this is a photo of an earlier print. ro.wikipedia.org/wiki/Arhiducele_Eugen_de_Austria has a picture dated 1888 that has him looking younger than this. He became Grand Master of the Teutonic Knights in 1894. I wonder whether this might have been an official photo taken when he became Grand Master, when he would have been about 31.
