    I'd say isematics is on to something. The main thing I see the the third floor has been converted(?) from a flat facade to a cover walk way. This a pretty big change for an old building. But I'd say isemantics has got it. Peace Chandler

    It is the "Palais de la Préfecture", formerly "Palais du Gouverneur" or "Palais des rois sardes", cours Saleya in Nice (FR), before the last architectural intervention in 1905. See: fr.wikipedia.org/wiki/Palais_de_la_Pr%c3%a9fecture_des_Al... and commons.wikimedia.org/wiki/File:Saleya6.JPG where you can find a lot of common details.

    The pair of statues on either side of the arch, and the fact that the square is still used for a market lead me to support the identification by isemantics and cercamon. The fact that this is labeled 1167 and that 1166 [ www.flickr.com/photos/library_of_congress/4210442909/ ] has been identified as in Nice is more supporting evidence.

    In the hi-res version of this picture available on the Library of Congress site, you can see a street sign that says "Place Masséna." The Place Masséna is one of the landmarks of the city of Nice in France. The buildings in this and many other photos of the Place Masséna closely resemble those in the photo here.

    I was at this intersection just today, watching the Christmas festivities in Nice. This is a view down Avenue de Verdun, and to the right is Place Massena (and further north, Avenue Jean Medecin). If you follow Avenue de Verdun in present day, it will bear left and end on the Promenade des Anglais.

    Thanks a lot! You've quickly pinned down another view that wasn't listed in the 1905 "Detroit Publishing Company" sales catalog. Usually, we could rely on that book to figure out a location as long as there was an identification number like "1167."
