  This might be Eddie Cantor. See www.blackpresence.co.uk/racist-ads/ for an ad that shows him in similar outfit and blackface. carlacushman.blogspot.com/2009/09/ziegfeld-follies-part-t... indicates that he played in the Follies in blackface.

  Here is Cantor in the same costume, possibly from the 1919 Ziegfield Follies: digitalcollections.nypl.org/items/a59aa3d4-772f-9662-e040... Plus, it seems to say "Cantor" on the right margin of the negative.
