So this photo was probably taken during the First Balkan War, when the Bulgarians fought the Turks at Tchataldja (aka Chataldja and, in today's Turkish, Çatalca) en.wikipedia.org/wiki/%C3%87atalca Perhaps he was back in the news in 1914/15.

Radko Dimitrieff joined the Russian Army as a volunteer in August 1914. This photo was published in The War Illustrated Album DeLuxe, Vol. 1; Amalgamated Press, London, 1915. It's used here too www.pictorialgems.com/1915-General-Radko-Dimitrieff-Soldi... which is from the Illustrated War News (also published in 1915).
