Or as at www.ames.lib.ia.us/farwell/publication/Pub2199.htm ? If so, that would confirm this as being Judge John Loomis Stevens of Iowa.

This is Judge John Loomis Stevens and his wife Rowena Edson Stevens. They were my great great grandparents. He was a candidate for Governor of Iowa and this photo actually appeared in a 1912 publication regarding his candidacy.
