    The text at the bottom of the sign appears to be Polish. The first two lines read SPRZEDAZ SZYFKART TANIEJ JAK WSZĘDZIE. And the only legible word from the two lines below that is "olcsóbban," which is Hungarian.

    Sprzedaz szyfkart, tanie jak wszedzie.....i don't know what "szyfkart" means, but it says that it is for sale cheaper than anywhere else. Also right behind the man is a sign that looks like it says "--rzeba --udzi"'...I'm wondering if maybe this means "Potrzeba ludzi", people needed? Due to the "help wanted" signs?

    Herz's ticket office appears in this photo as well: www.flickr.com/photos/library_of_congress/2163152033/ Could it possibly be that during the strike labourers sought casual work elsewhere. In the other photo Herz is offering work in the railways. Horizontal mobility in the transport sector?
