According to NYT on March 9. 1913, query.nytimes.com/gst/abstract.html?res=9E0DE7DE1F3AE633A... Tillman commanded the schoolship Newport and on March 29, 1913 (two days before the date on the negative of 3/31/13) there were to be the fourth annual athletic games of the New York Nautical School on the Recreation Pier at the end of East 24th St.

swanq: Thanks! The evidence supplied by the article, combined with the date on the negative, makes it a good bet the date is March 1913. We'll adjust the source data and reload to Flickr.
