The airplanes are either WWI surplus French Salmson 2.A2s or Japanese Army Otsu-1s. Japanese production of the planes under license from Salmson began at Tokorozawa in 1921 (and later by Kawasaki in 1922) but I think these might be examples of French built planes - note the "2A2" in Romaji on the planes' rudders. Normally 2 seaters, it looks like the observers' seats are covered over, maybe in bomber configuration? Salmson 2
