I don't think that this photo was taken at Treasurers House, which would be quite in the middle of York en.wikipedia.org/wiki/Treasurer%27s_House,_York goo.gl/maps/pa9viU1ytwR2

His riding whip and one of his riding jackets is in Treasurer's House.

There is a second non-digitised photo entitled "Mr. Frank Green, Treasurers House, York on horse" but dated ca. 1922.

Thanks B-59! As, per that Wikipedia link, Mr Green lived into the 1950s (and his 90s), one imagines we can take at least a few decades off the image range. The man pictured could be in his 40s or 50s (1900s-1910s), or maybe even early 60s or 70s (1920s-1930s), but one imagines he's not captured in his 80s or 90s here. Allowing us to perhaps drop at least 2 decades off the 1901-1954 range. Sharon Corbet's 1920s suggestion seems more than reasonable....

If my sight is correct: en.wikipedia.org/wiki/Princess_Viktoria_Luise_of_Prussia and en.wikipedia.org/wiki/Duchess_Cecilie_of_Mecklenburg-Schw... so the photo was probably made between 1905 and 1913.

Princess Viktoria is a wonderful princess.
