The "Plattsburgh camps" trained about 40,000 potential Army officers in the summers of 1915 and 1916." Plattsburgh, N.Y., was at times also known as Plattsburg. The soldiers that led each division of trades and occupations where the "Plattsburg enrolled men", which I assume is the New York National Guard. In this photo, the Silk Industry and Allied Interests Division, numbering 5,194 men.
