Yes, it is, or rather was, in Ottawa. The NYT Picture section, Feb 13, 1916 (courtesy of American Memory) memory.loc.gov/service/sgp/sgpnyt/1916/191602/19160213/00... shows the building on fire.

It's the Centre Block, the main building of the Canadian parliamentary complex on Parliament Hill, in Ottawa. It was rebuilt, with some changes, see street view: maps.google.com/maps?q=parliament+hill+ottawa&ll=45.4... See also en.wikipedia.org/wiki/Centre_Block#History

This building is still around; it is the present Parliament Building for Greece's national legislature. It's located on Syntagma square in the center of Athens.
