No "Henion" in the NYT for 1913. But Hennion is the name of the Prefect of Police in Paris. Could this be him? Some of the photos in www.prefecture-police-paris.interieur.gouv.fr/documentati... look as though they could be him. And one is in a similar office. His predecessor, Lepine, resigned in March 1913. Hennion was mentioned in the NYT on April 20, 1913 when Isadora Duncan's children were drowned in Paris -- in a car that ran away when the chauffeur got out without turning the car off. query.nytimes.com/gst/abstract.html?res=9F03E2D81139E633A... And I've just noticed that the lectern behind him in this picture appears in the painted portrait in the first link too. Also more of the contraption with keys is visible.

Swang: I agree with you and rjones0856 that the photo shows Celestin Hennion the Prefect of Police of Paris. Thank you for the interesting link showing the portrait of him in his office that closely resembles the one in the Bain image. Another image of Hennion is found at the Biblioteque National de France: gallica.bnf.fr/ark:/12148/btv1b6929531g We will add his correct name to the source data and reload the description.
