    New York state senator A. J. Palmer, of Ulster, N. Y., was a member of the Progressive Party, and a sponsor of reform legislation. In April, 1913, he introduced a bill in the N. Y. legislature to repeal public utility franchises of all types after a term of twenty-five years. In March, 1914 he was quoted in a New York Times story on the necessity of paying legislators an adequate wage, as a means of removing money from politics.
