This is the G. Witter Building at 303 Erie St. in Storm Lake. The G. Witter' s restaurant/bar had moved to a new location on the other side of Erie St. by the early 2Ks, and went out of business not long after, replaced by another now-defunct bar called Martini's. Here's a picture of the building as it looks as of September 2018, home of the Murray & Murray Law Office:
