It looks like some sort of bizarre celebration of an internal organ... or a not so internal one.

It's apparent from another photo of this event from the New York Herald, June 10, 1917, that the woman addressing the recruits between the big guns is Margaret M. Crumpacker, Commandant of the Woman's Auxiliary for Naval Recruiting, later called the League for Sailors Comfort and Cheer. fultonhistory.com/Newspaper%2014/New%20York%20NY%20Herald... bklyn.newspapers.com/image/55633045/ Margaret Murray Crumpacker was the second wife and widow of Jonathan W. Crumpacker, a member of a prominent Indiana political family who had been a state senator and was a federal appointee to the New Mexico territorial supreme court. She came to New York after his death in 1904 and went to France in December, 1915 to aid with the wounded and see the trenches first hand. She was active in WWI preparedness, then in recruiting after the U.S. entered the war in 1917. www.findagrave.com/cgi-bin/fg.cgi?page=gr&GRid=24441555 www.findagrave.com/cgi-bin/fg.cgi?page=gr&GRid=24441588 archives.chicagotribune.com/1916/10/01/page/7/article/hom...
