According to Wikipedia, "Admiral of the Fleet John Arbuthnot 'Jacky' Fisher, 1st Baron Fisher of Kilverstone GCB, OM, GCVO (25 January 1841 – 10 July 1920) was a British admiral known for his efforts at naval reform."

Possibly at the Naval Review 14 October 1912 in New York, where a couple of other photos of US warships in the Bain collection were taken--see the adjacent photo of the Delaware and the Mayflower, for instance. There is a Naval Historical Center page on the Mayflower: USS Mayflower (1898-1931, later PY-1, the Presidential Yacht at that time) The ship has a long and fascinating history--see the Wikipedia article.

This looks like a younger Jackie Fisher than 1910-1915. By 1914 he was going senile before Churchill brought him back. He looks in his prime here when he modernized (went to oil) the British navy. Did not work out too well in WWI. He went bonkers.
