We recently found some Harris & Ewing catalog cards which have captions for some photos that were previously uncaptioned. Harris & Ewing's caption for this photo was: PROTESTS ON NEUTRALITY CHANGES POUR IN TO REPUBLICAN MEMBERS OF HOUSE. Washington D.C. Sept 25--officials at the house minority room in the Capitol said today they had received more protests against changes in the neutrality act than on the proposed enlargement of the supreme court in 1937. George Lilley, Minority Clerk, is pictured with the batch of mail received today. 9-25-39
