Wallace Kirkland, 'Life' magazine photographer, Australia, 1940

I think the location is Dover Heights looking South over Bondi etc...maybe somewhere near Loombah Rd...that might be Gould St on the right of frame...

goo.gl/maps/k35ydhR3crPf5QPN9 - this view from Loombah Rd looks to be near the spot...not quite there, but not too far away...

The other photo of Kirkland that appears in this album (No. 29) gives a slightly better view of the location...the other photo shows St Anne's Catholic Church over in Blair St...

trove.nla.gov.au/newspaper/article/231192135 - the Sun, 21st September, 1940...brief item on Kirkland's visit to Australia that appeared when he arrived in Sydney in 1940...

trove.nla.gov.au/newspaper/article/231158270 - the Sun, 10th November, 1940...'U.S. Photographer finds' Palm Beach'...

Kirkland returned to Australia in 1942...when in addition to being the Life photographer he was also evidently an official US Army photographer...

For what it's worth, just going on the viewfinder and the little we see of his camera, I think he might be using a Rolleiflex or a similar TLR (twin lens reflex) camera...the other photo of Kirkland that appears in this album shows him with the camera slung over his shoulder and the viewfinder folded down...

trove.nla.gov.au/newspaper/article/245105110 - the Melbourne Herald, 29th April, 1942...'Camera With History Stolen From Visitor'...during his 1942 visit to Australia a thief nicked Kirkland's camera gear...he refers to the Rolleiflex here...his Speed Graphic was also stolen, but the Rollei was evidently his favourite...this article is quite interesting in that Kirkland lists some of the photos that he took with the Rolleiflex...

I think he might be using one of these...or something similar
