    This appears to be a misidentification (probably due to the original caption being cut off at the bottom of the photo) by the folks at Bain. This is not Lieut. "F.H. Lacy", but Lieut. L.H. Lacy. Lt. Lindsay Hensley Lacy (USN) was a 1903 graduate of the Naval Academy at Annapolis, and contemporary accounts (1913 Annual Report of the American Scenic and Historic Preservation Society) describe him as an aid to Admiral Cameron McR Winslow (who is featured in a number of Bain/LOC photos). The same Lindsay H. Lacy would be listed years later as a member of the English Department faculty at Louisiana State University (LSU) in the 1930s and 1940s.

    NYT social section of June 10, 1906 has him as best man for Lieut. William Theodore Tarrant who was marrying Ruth Gibson, daughter of Rear Admiral William C. Bottom right of chroniclingamerica.loc.gov/lccn/sn85066387/1906-11-18/ed-... lists him as an officer on "The Charleston" which was under the command of Winslow.
