I think it's probably the last shunting engine owned by Guinness. It's certainly not the last train-load of guinness, or indeed any train-load of guinness at all. All you can see in the picture besides the tank engine is a passenger train and a load of covered wagons. Guinness was transported in half height open frame wagons.
