Smith was in the news (per Bain) on July 30, 1913, when he was still Senior Vice President of the NYCRR. He did not become president until December 31 of that year. In 1913, Smith was appointed a member of the railroad arbitration board, designed to head off strikes. Other members of the board, including Seth Low, appear in several Bain photos posted earlier on the LOC photostream.
