I showed this picture to a few Dominican priests. They tell me that the black scapular at the front of his habit indicates that this friar is a lay-brother rather than a priest. Beyond that, they were unable to help with identification.

Looking at the census return for the Domincan Priory in Waterford in 1901, the two laybrothers listed were Br John O'Brien (aged 47) and Br Patrick Cronin OP (Aged 53). Given that this is a Poole photo, they would be likely candidates.
