Count Harrach (I haven't found a source for his full name and there were several Count Harrachs) appears in news accounts and memoirs as either the head of or aide to the head of the occupation government's political section.
He was quoted as being part of an uncooperative group of German officials who blocked efforts to delay the execution of English nurse Edith Cavell, accused of spying in Brussels in October, 1915. He said he only regretted that he lacked "3 or 4 old english women to shoot."

In an account by the U.S. Head of Legation to Belgium, Harrach says "The life of one German soldier seems to us much more important than that of all the old English nurses. ..." and then prevents others in the room from showing sympathy when a plea for leniency is made.

There is a memorial to her in London;
and her life inspired the naming of a mountain in Canada in her memory:

Wow! did this glider pilot in S. Cal. actually fly over the Graf Zepplin? That is the Graf Zepplin in the picture, but I'm not sure Mr. Rowell took this photo.
