Given the M113 mounted M61 Vulcan 20mm cannon (possibly an early version of the M163 Vulcan Air Defense System (VADS)), the (7.62x51 NATO?) rounds, and Gatling Gun (possibly an M134 Minigun) on the table, these may be personnel related to General Electric (GE), the original developers and manufacturers of both the M61 and M134. NOTE: Looking at this photo at its largest resolution, the two gentlemen on the right side of the frame appear to be wearing General Electric name tags.

This is not of course on board a real ship, this is the Recruit, a "land ship" used in WW1 recruitment efforts. This is in New York City. For more information ‘The Recruit – Our Only Land Battleship’, Popular Science Monthly,August 1917 ‘Landship Recruit Sails’, New York Times, 16th March 1920. The officer is Acting Captain C. F. Pierce
