Cdr Cedric Naylor born 12 June 1891, DSO and 2 Bars,DSC. Served in RNR, transferred to RN with seniority as Lieutenant 19 December 1916 and Lieutenant Commander 19 December 1924. retired as Commander 12 June 1936. Recalled for war service in 1939. Retired with War Service rank of Acting Captain in August 1945. Service record available online.

DSC stands for Department of Street Cleaning, an agency of New York City established in 1881 which became DSNY (Department of Sanitation of New York) .

The ground floor (first floor to north Americans) premises at the left side of the photograph belongs to New Home Sewing Machine. There is some possibility this is at 432 4th Avenue, New York City according to this, "In the spring of 1927 the executive and general offices of the New Home Sewing Machine Company were removed from 432 4th Avenue, New York city, to the plant works in Orange, mass."
