Looking at the neighboring photos in the Bain collection at LoC, it appears that there was a large crowd of family and dignitaries on board. The event is likely that described in the New York Times of April 12, 1925 timesmachine.nytimes.com/timesmachine/1925/04/12/10704251... Theodore Roosevelt, Jr and his brother Kermit sailed on April 11, 1925 on the Leviathan to Southampton on the first stage of a trip to hunt for endangered animals on behalf of the Field Museum in Chicago. The NYT article mentions that his wife and children were on board to say goodbye. The Alaska Daily Empire. April 27, 1925, Page 5, chroniclingamerica.loc.gov/lccn/sn84020657/1925-04-27/ed-... has a photo of Theodore and Kermit, with description, "Colonel Theodore Roosevelt. Jr., and his brother, Captain Kermit Roosevelt, were pictured as they sailed from New York on the S.S. Leviathan for Southampton, England, where they will be met by the rest of the party which will Journey into the depths of Turkestan, in Asia, on a special hunting expedition for the Field Museum of Chicago." There are three dates written on the negative by the Bain News Service. Such dates may represent when a photo was taken or when it was later published. Hence, the photo must have been taken on or before the earliest date written, 7/28/23. See Evening star.
