Emory Roy Buckner (1877-1941) was a noted attorney. An Iowa native and University of Nebraska alumnus, he graduated from Harvard Law School in 1907. Working at public agencies and private firms in New York City, he rapidly gained a reputation as one of the city's top trial lawyers. From 1925 to 1927 he served as US Attorney for the Southern District of New York, prosecuting a number of notable cases. This photo might date from 1912, when Buckner was named counsel of the Aldermanic committee then investigating police corruption in New York City. See this New York Times article of August 16, 1912.

The State Libvrary also holds the collection of Ted Hood, Sam Hood's son, and in this case the photographer would probably be Ted Hood, assuming the date is correct (and it is not always possible to know this with many photographic collections)

Perhaps the John B. Foster who was secretary to the New York Giants from 1912 to 1919. See query.nytimes.com/gst/abstract.html?res=9E05EED9123BEE32A... (NYT article of Dec 15, 1919). There is a captioned photo in www.la84foundation.org/SportsLibrary/BBM/1914/bbm4d.pdf of National League club owners that shows Foster (as well as Harry Hampstead, the President of the Giants). I could believe it is the same person. If so, he was previously editor of Spalding's Official Baseball Guide. There are pictures at memory.loc.gov/cgi-bin/ampage?collId=spalding&fileNam... and memory.loc.gov/cgi-bin/ampage?collId=spalding&fileNam... I'm pretty certain the last one is of the man pictured here.
