I guess actually Flemish milk wagon. Dog drawn I see. And the chap in uniform does not so much look like he is making a purchase as he is noting something down. Perhaps he is an inspector of some sort?

Mystery solved. The inspector is writing her a ticket for serving milk from a crooked vial. This is revealed by the following postcard: www.flickr.com/photos/postkaartjes/438959601/ The inspector is measuring whether the vial she serves her customers milk from, does indeed serve half a litre or a litre, whatever the legal standard is.
