She probably wore her curlers under her scarf, they were not meant to be seen but exposed when the police took the photo and probably pushed the scarf back to show more of her face.

Susan was a typical working class woman of her time and is shown wearing a SHAWL. This useful and cheap item of attire was worn by most working women before WW 1 in the North and continued in use in Lancashire by the older generation until the 1950s. It is unlikely that she was a Muslim.
