I think it might be the Richard J. "Big Dick" Butler who wrote this autobiography "Dock Walloper: The Story of "Big Dick" Butler." archive.org/details/dockwalloperstor00butlrich He was the President of the Longshoreman's Union in New York and a state assemblyman. I can't find another photo of him except the drawing in the book but it looks like it could be the same man. He was in the news in 1913 when he helped Harry Thaw escape from Matteawan State Hospital.
