The locomotive is presumably named after en.wikipedia.org/wiki/Herman_Haupt "Herman Haupt (Philadelphia, March 26, 1817 – Jersey City, December 14, 1905) was an American civil engineer and railroad construction engineer and executive. A Union Army General, he played a key role in the American Civil War, during which he revolutionized U.S. military transportation, particularly the use of railroads."

General Herman Haupt, standing atop the bank at right in boots and long coat, surveying repair work by a work crew near Bull Run, Virginia in 1863. They are using the locomotive HERMAN L. HAUPT. Haupt had a major influence on organizing Federal repair work on the railroads.
