The Capuchin Archives think this is Irish National Convention of the Land League, Dublin, 1881.

I see a related Facebook page suggesting the bearded gent at left is Michael Davitt.

April 29th, 1880, in the Concert Room of the Rotunda in Dublin

The note on the back says:

N.I.L. or Land League?
in eylidas [can't make that out]

On the front it says:
Richard Sheiling Sheehy Snr.
(2nd row, old man standing)

And at right there is an arrow identifying a David Sheehy

Per the DIB: Sheehy, David (1844–1932), parliamentarian and agrarian radical, was born 14 October 1844 in Broadford, Co. Limerick, second of three children of Richard Sheehy, mill owner, and Johanna Sheehy (née O'Shea)

"Giorgio Gusmini (9 December 1855 – 24 August 1921) was a Cardinal of the Roman Catholic Church who served as Archbishop of Bologna." en.wikipedia.org/wiki/Giorgio_Gusmini He was elevated to Cardinal on December 6, 1915.

Or Dr Charles A Eaton of the Madison Avenue Baptist Church making a statement about the Lusitania in NYT of May 10, 1915 select.nytimes.com/gst/abstract.html?res=F60D10F8395B1773...

I think it's the last, given the NYT of February 7, 1916 query.nytimes.com/gst/abstract.html?res=F20D16FB3B5B17738... which announced his resignation. "DR. EATON RESIGNS; PLANS LITERARY LIFE; Pastor of the Madison Avenue Baptist Church to Aid in World's Reconstruction. WANTS A LARGER AUDIENCE Clergyman Sees as Great a Need for Spiritual as for Physical Preparedness."

In which case, he is en.wikipedia.org/wiki/Charles_Aubrey_Eaton The photo seems compatible. Photo at bioguide.congress.gov/scripts/biodisplay.pl?index=E000023 for EATON, Charles Aubrey, a Representative from New Jersey is definitely similar
