Bunker, chief of the Cincinnati OH fire department (1912-1916): www.cincinnati-oh.gov/cityfire/pages/-16100-/ George W. Olvany, deputy fire commissioner in New York City, and a Tammany Hall boss in the 1920s (note: name seems to be spelled with one N ordinarily).

  The Firemen's Memorial in Riverside Park, New York City, was dedicated on September 5, 1913. Perhaps these gentlemen were part of the national delegation in attendance on that occasion.

  I basket weave as a hobby, I can't imagine the amount of time required to prepare the materials and weave those baskets. Now add the hours required to sell all the baskets before these childrens' day is complete. This is the same life for children and adults in third world countries when we buy that cheap basket at a discount store. Baskets cannot be made by machine - they must be made by hand!

  but with different caption. Possibly both are of Judge Alfred K. Nippert of Cincinnati who was in the news in the summer of 1916 because he visited the Kaiser and was a vice-president of the East Prussia Relief Fund. See NYT of July 23, 1916, after his return:
