    The Ulster Gazette (est. 1844 via streetview) building seems to have been rebuilt since this photo, and turned stripey! Might help with the date. Looks like it happened about 1890-ish? See note and streetview.

    R(obert) Irwin is not listed on Scotch Street in the 1895 Belfast And Province Of Ulster Directory. But he does then appear in the 1896 edition. And retains a listing all the way through to the 1900 edition. So likely 1895 onwards
